This is the foreclosure process:

The owner has 6 months to redeem the property from the sheriff sale date. The owner probably can't refinance it because their credit is bruised, so they will likely have to borrow the money from family and friends to bring the loan current.

Another option would be to sell it and short sale the bank, which means the bank has to be willing to take short of what is owed. The owner has to show hardship with financial statements and the bank must order two BPOÕs (appraisal). It is a long process and can take up to 4 months to get through the red tape. That process doesn't even begin until the seller has a signed purchase offer for the property. The owner must work through a real estate agency - the bank wants to make sure the property is marketed on the MLS.

There are other situations where a property may be in distress. For example, a divorce, death, job relocation, upcoming bankruptcy, etc... So the best way to find a property is to look at all of them and then do the research to see what the situation is for that particular property. Finding the top three or four choices and researching them all is even better. Then you'll know which one you can get at a better price.
